Bottom line: At Incheon Airport, only take a taxi from the designated taxi stands marked on the terminal signage. At Terminal 1, regular Seoul taxis load at bays 5C, 6C and 6D, and deluxe/large taxis at 7C and 8C. At Terminal 2, regular Seoul taxis load at bay 7C and deluxe/large taxis at 7D. Anyone who follows you out of the arrivals hall asking "Need a taxi?" is not a licensed taxi driver — they're touting an unmarked call van.

If you didn't know: A Taiwanese tourist who took a touting call van outside the designated stand paid 690,800 won, including 66,000 won in tolls. The same trip in a regular taxi from the proper stand would have cost around 70,000 won including tolls — a difference of roughly 620,000 won. Reporting it afterward won't get your money back, either. Seoul's city ordinance promises a 500,000-won reward per confirmed overcharging report, but between 2021 and August 2026, out of 6,481 reports and 204 cases that actually resulted in disciplinary action (176 warnings, 26 license suspensions, 2 license revocations), not a single reward was ever paid.

There's no need to feel on edge the moment you walk out of arrivals. Licensed taxis all queue at the designated stands and start the meter before pulling away. By contrast, anyone who trails you past the arrivals exit or baggage claim, offers to grab your suitcase, and says "I have a taxi, let's go" is almost certainly running an unlicensed call van that prices the ride by haggling rather than by meter. These cars either have no meter or never turn it on, and only after hearing your destination do they name a figure — "50,000 won," "60,000 won." Right after landing, tired and loaded down with bags, it's hard to negotiate on the spot. The safe move is simple: follow the lettered, color-coded bay numbers on the signage and nothing else. Join the queue, state your destination once it's your turn, confirm the meter is running, and go. Every licensed taxi accepts card payment. It's also worth knowing that the late-night surcharge applies based on the time you actually get in the car, not the time you left the terminal — if you board at 11:55pm and arrive after midnight, the surcharge rate can change partway through the ride. A reporting process does exist (you can scan the QR code on your receipt to file a complaint), but it's more realistic to see it as a way to get the driver disciplined than as a way to recover your money — the reward clause exists on paper but has effectively never paid out. The surest move is still to avoid the risk altogether by never getting in outside the designated stand.
