Bottom line: Since March 21, 2025, duty-free liquor purchases in Korea no longer have a "2 bottles only" cap. Today the only limits are a combined volume of 2 liters or less and a combined price of US$400 or less, regardless of how many bottles that is.

If you didn't know: If you still believe the old "2 bottles max" rule, you may needlessly limit yourself to two bottles when you could buy several smaller ones instead. On the flip side, assuming bottle count is all that matters and loading up on pricey liquor can backfire — the moment either the volume or the price crosses 2L or $400, tax applies to the whole purchase. Voluntarily declaring it gets you up to a 30% cut (capped at 150,000 won) on the tax owed, but getting caught without declaring adds a 40% surcharge on top.

At a glance

Current as of 2026 · duty-free liquor limit: combined volume ≤2 liters AND combined price ≤US$400 (no bottle-count cap) · not available to travelers under 19 · voluntary declaration cuts the tax by 30% (up to 150,000 won) · failure to declare adds a 40% surcharge if caught · example outlet: Lotte Duty Free, Incheon Airport Terminal 1 duty-free zone

Until recently, Korea's duty-free shops also capped how many bottles of liquor you could buy — generally two. Korea's Ministry of Economy and Finance decided to scrap that bottle-count cap, and since March 21, 2025, only the volume (2L) and price (US$400) thresholds apply, not the number of bottles. Major operators such as Shinsegae Duty Free ran online promotions marking the change. One thing to keep straight: this 2L/$400 figure is not "how much you can buy in the shop" — it's "how much can pass through customs tax-free." Some reports note the allowance doubles per accompanying adult traveling with you, so it's worth totaling it up with your travel companions. How tax is calculated once you exceed the limit (on the whole purchase or just the excess) is described inconsistently across sources, so confirm with customs staff on the spot.

How we checked this

The March 21, 2025 bottle-cap removal, the 2L/$400 threshold, the 30% voluntary-declaration reduction (up to 150,000 won), and the 40% surcharge for non-declaration were confirmed on 2026-11-05 from Hankyung.com and SBS Biz news reports citing the Ministry of Economy and Finance's decision. We could not directly access the original Korea Customs Service notice during this check.
