This is for short-term stays under 90 days with no Alien Registration Card (ARC) yet, or for people who've just arrived and haven't registered. If you already have an ARC, this doesn't apply to you.

Bottom line: You can get one prepaid phone line right away with just your passport. Bank accounts and enrolling in national health insurance as a local subscriber almost always require an ARC, so those are closed to you without one. Hospitals will still treat you without an ARC — you just pay the full bill yourself on the spot, with no insurance discount.

If you didn't know: Not knowing that most banks require an ARC means wasting half a day walking between branches that all turn you down. The prepaid-phone rule limits you to one line per passport — people who don't know this often get refused when they try to open a second line under a family member's passport at the same shop. At a hospital, no insurance coverage means you pay substantially more than an enrolled resident would, in cash or by card, right at the counter.

At a glance

Phone — one prepaid line per passport, no ARC needed (some carriers or shops may ask for extra documents — call ahead to check) · Bank — most banks require an ARC or mobile ARC to open a real account (a few may offer short-stay-only products as an exception — confirm directly with the branch) · Hospital — you can still be seen without an ARC, but you're billed the full, uninsured rate · Phone — Immigration Contact Center 1345.

How we checked this

Invest Korea, the government investment-promotion body under KOTRA, states in its living-guide pages that a prepaid mobile line can be opened with just a passport, and that holding an ARC or domestic residence card lets you open additional lines. The National Health Insurance Service changed its rules so that from July 2019, foreigners and overseas Koreans staying 6 months or more must join as local subscribers — which, read the other way, means anyone staying under that threshold (including short-term visitors under 90 days) is not a local subscriber and pays hospital bills uninsured, in full. We could not confirm, from a single official source, any bank that opens a standard account without an ARC — requirements genuinely differ by bank and branch, so call before you go. Checked 2026-11-01 against Invest Korea's official living-guide page (investkorea.org) and the National Health Insurance Service's announcement on the 2019 local-subscriber rule change.
