Bottom line: The moment you get in a Seoul taxi, check that the meter is running. If the fare charged doesn't match the meter, get a receipt on the spot, then scan the QR code inside the cab to file a complaint, or call the Seoul Dasan Call Center at 120 right away.

If you didn't know: In December 2025, a foreign passenger riding from Gimpo Airport to Yeonhui-dong was charged 56,000 won when the meter read 32,600 won — a 23,400-won overcharge that was confirmed as illegal after the passenger reported it. In Myeong-dong, a driver started the ride without turning on the meter at all, then demanded 20,000 won more than the map app's fare estimate. Not every complaint leads to a penalty, though, so keep your receipt and take a photo if you plan to dispute a fare.

How to report — scan the QR code inside the taxi, or call Seoul's Dasan Call Center at 120 · Cost — free · Receipts — from December 2025 onward, receipts show the final fare and pickup/drop-off time in English, plus whether late-night or out-of-zone surcharges applied · Of 487 complaints from foreign passengers between June and December 2025, overcharging was the most common type; 8 were confirmed and penalized.

How we checked this

The City of Seoul reviewed 487 complaints from foreign taxi passengers filed between June and December 2025 and found overcharging was the most frequent issue, with complaints climbing through the year to 167 in December alone — 34.3% of the total. Eight cases were confirmed and resulted in administrative penalties, including the Gimpo Airport-to-Yeonhui-dong case with a 23,400-won gap from the metered fare, and a case from Hongdae to Incheon Airport where a late-night, out-of-zone surcharge was wrongly applied. The city says it also explains the QR reporting method on its English, Chinese and Japanese-language websites, but this check could not locate the exact page address — the instructions printed on the taxi receipt itself are the most reliable way in. Once a complaint is filed, the city investigates the driver and issues penalties only for confirmed cases. The complaint figures, case details and the receipt's bilingual rule were checked on the Seoul Metropolitan Government's news portal (news.seoul.go.kr), transportation news release page, on 2026-10-31.
