Bottom line: Since March 21, 2025, Korea's duty-free liquor allowance for incoming travelers has had no bottle-count limit — but you still have to stay within "total volume 2 liters or less AND total value $400 or less" at the same time. Go over either one, and the whole lot can become taxable, not just the extra bit.

If you didn't know: Buy 2 bottles of whisky (say 250,000 won each, 500,000 won total) and go over the $400/2-liter threshold, and the effective combined rate for whisky-type spirits (customs duty plus liquor tax, education tax, and VAT) of about 156% can apply to the full amount — meaning you could owe roughly 780,000 won in tax on a 500,000-won purchase, more than the liquor itself cost. Wine's combined rate is lower, about 68%, but it's still taxed in full if you exceed the limit.

At a glance

Duty-free allowance per traveler aged 19+ — liquor: 2 liters and $400 combined (no bottle-count cap since March 21, 2025; limits add up per adult if traveling with family) · tobacco: 200 cigarettes, or 50 cigars, or 20mL of e-cigarette nicotine liquid · perfume: up to 100mL (no bottle limit, separate allowance) · general duty-free allowance: $800 per person (calculated separately from liquor/tobacco/perfume) · reference combined tax rates if exceeded: wine 68%, whisky/brandy/vodka 156%, Chinese liquor 177% · Korea Customs Service hotline 125 (domestic) · declare at the customs counter on arrival.

How we checked this

Hankyung (Korea Economic Daily, reporter Kim Ik-hwan) reported on October 3, 2025 that the Ministry of Economy and Finance dropped the bottle-count cap on duty-free liquor as of March 21, 2025, leaving only the volume (2L) and value ($400) thresholds. The tax rates cited here — wine 68%, whisky/brandy/vodka 156%, Chinese liquor 177% — are the combined effective rates including customs duty, liquor tax, education tax, and VAT, as reported. The report's own examples are inconsistent on whether exceeding the limit taxes the full amount or only the excess; this article uses the stricter "full amount taxed" reading to be safe. The exact method and amount can depend on the customs officer's assessment at arrival. This was checked on the Hankyung article page on 2026-11-02.
