Bottom line: If a Seoul taxi charges you much more than the meter showed, scan the QR code printed on your receipt to file a report. If the driver didn't give you a receipt, ask for one before you get in — you need it to report anything.

If you didn't know: Seoul received 487 overcharging reports from foreign visitors between June and December 2025 alone. In one confirmed case, a ride from Gimpo Airport to Yeonhui-dong should have cost 32,600 won but the passenger was charged 56,000 won — a 23,400-won overcharge nobody questioned until they reported it. Late-night surcharges (roughly midnight-4AM) and the "beyond city limits" surcharge for trips leaving Seoul are both legitimate, though, so don't mistake those for overcharging.

How we checked this

According to an official Seoul city announcement (news.seoul.go.kr), 487 taxi-fare reports from foreign tourists were filed between June and December 2025, including one confirmed case where a Gimpo Airport-to-Yeonhui-dong ride that should have cost 32,600 won was billed at 56,000 won. Reporting works by scanning the QR code on the taxi receipt to answer a short survey, or calling the Dasan Call Center at 120 directly. Some reports mention a case involving 690,000 won, but that figure could not be independently reverified from a primary source during this check, so it is left out of this article. The report count and fare difference were confirmed on the news.seoul.go.kr press release page on 2026-11-07.

By nationality: The reporting process is the same regardless of nationality — Japanese, Chinese, American or otherwise. Whether the QR survey offers English, Chinese or Japanese is not stated on the official page, so you'll need to check that in person when you scan it.
